Gender Gaps and Legal Loopholes in Pakistan’s Criminal Justice System

This talk brings together legal insight and critical research to examine how Pakistan’s criminal justice system remains skewed against women—from the glaring underrepresentation of women in the police, judiciary, and prosecution, to the many institutional and social barriers that prevent survivors from seeking help. The session will also unpack how loopholes in the law and systemic failures foster a culture of impunity in cases of gender-based violence, contributing to shockingly high acquittal rates for perpetrators.

A timely and urgent conversation on justice, power, and the gendered fault lines running through the system.

About the Speakers:

  • Mahnoor Omer is a lawyer, development sector consultant and activist for women and minority rights. She has served as a judicial law clerk at the Supreme Court of Pakistan and separately worked on gender mainstreaming in the criminal justice sector. Her research focuses on gender gaps in legal institutions, particularly in Pakistan. She is currently pursuing a postgraduate degree in Gender, Peace and Security to further her commitment to inclusive and equitable systems.
  • Raja Talha Sarfaz Khan is a practicing criminal defence attorney in Pakistan. He is partner in a law firm namely Law Jurist & Co operating in Islamabad, Rawalpindi & Lahore. Additionally, he also teaches criminal law & criminal litigation in different Universities of Islamabad. He is qualified with specialisation in criminal law as well as international law.
