The Politics of NFC Distribution
The National Finance Commission (NFC) lies at the heart of Pakistan’s federal structure, determining how financial resources are shared between the centre and the provinces. While population has traditionally remained the dominant criterion for distribution, this approach has long raised critical questions about equity, deprivation and the persistent neglect of less-developed regions.
In this session, former senator Sanaullah Baloch will examine the political economy of the NFC, discussing how fiscal decisions are made, whose interests they serve, and why existing formulas continue to reproduce regional inequalities. Drawing on lived political experience, the discussion will explore whether Pakistan’s current financial distribution model adequately reflects disparities in poverty, development, geography and access to resources.
